34 Up to now Chinese strategists do not seem to have attached much importance to the operational level. TRENDS IN STRATEGIC AND OPERATIONAL CONCEPTS From a global point of view, China is entering the 80s in a better position than during the previous decades. Among the internal elements in this respect, one could first indicate a more stable political situation coupled with a quite pragmatic economic programme.

This was most clearly demonstrated by its willingness to relinquish military domination of local administration in 1954, once the civil organs were ready to assume these duties. If the military made no attempt to overstep the limits of political activity set down for it by the Party, it did not hesitate to clash with the Party leadership when its professional interests were involved. Such clashes began in the mid-1950s and reached a climax during the Great Leap Forward - arising from the Party's efforts to reverse the trend toward military professionalism and from differences over strategic issues.

On the one hand, there would be a mobile defence in order to avoid the invasion forces' main strength during their breakthrough, and to seek 'local superiority' 44 against their array.
