Edison's Pearl Street generating facility was nighttime lighting. This situation resulted in an obvious under-utilization of capacity and prompted Edison to hire people to find and promote daytime uses for electricity. The electric motor, then a fledgling technology, was found to be a perfect candidate for valley filling. Electric loads grew as electric motors began taking over the heavy work in industry, business and homes. As early as 1895, the concept of time-of-use rates was being tested. Dual meters were installed at several customer sites in Brooklyn, and a clock was used to switch meters and rates between periods of high and low loads.
